Duties

This is a non-bargaining unit position.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Major Duties:
  • Responsible for lifecycle management of all field-based applications and benefits processing within OC.
  • Performs needs analyses to define opportunities for new or improved business process solutions, as well as works with software and operating system vendors to identify and specify requirements.
  • Oversees and assists all facets of the OC portfolio of services to include coordinating the activities of the sub-organizations within OC/CMOP to assure strategic planning, tactical planning, project execution, operations, administrative, fiscal, acquisition, staffing, and communications commitments are met.
  • Participates in executive decision-making and provides integrative insight and analysis based on significance to business lines and recommends ways IT can contribute to organizational success.
  • Responsible for the efficient planning and performance of the Operations Support program within the designated service line and develops short and long-range plans with employees and/or contracted personnel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: applying IT concepts, principles, and practices to plan and carryout difficult and complex assignments; developing new methods, approaches, and procedures to plan and execute electronic batch jobs and file transfers using Job Control Language (JCL); modifying specific jobs that run on mainframe and open system software (CA7); serving as a subject matter expert in IT project management to include developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitor activities, and/or evaluating and reporting accomplishments; leading, planning and/or managing the work of IT teams and projects.
There is no educational substitution for the GS-13 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
